Excuse me if I double posted, I can't find my previous comment. Anyway, I have played Cities Skylines on my phone, and here's the setup:

1. Subscribe to Shadow PC = $29/monthly ( it's a Cloud PC with high specs. At least a GTX1080, 12GB RAM, and high-end CPU, 1GB Mbps internet connection). Play any game actually on your phone, not just CS.

2. Phone: IOS or Android and the Shadow PC app to connect to your Shadow Cloud PC. You'll connect to the Win10 desktop and run Cities Skylines via Steam.

3. You can use the phone's touchscreen which has a built-in on-screen gamepad and play it this way.

4. I'd recommend having a Bluetooth mouse, and with a small (foldable) keyboard or even better one of those combo devices with a keyboard/mouse built-in.

5. Better if your phone has a 5ghz internet connection and at least a 15mb/s download and 5mb/s upload speed on your phone. The bottom line is It's all about streaming to your cloud PC.

Overall you can play any game and also not just a phone but tablet, an old laptop (which can't run the games by itself but just need a fast connection to a Cloud PC.
